A lot of drivers treat the speed limit sign the way they'd treat a legal shield: stay at or under the number, and no citation can touch you. It's an understandable read of how speed limits work in most contexts, and it's wrong in California, where the number on the sign is only half of what the law actually asks of a driver.

CVC §22350, the Basic Speed Law, prohibits driving "at a speed greater than is reasonable or prudent" for the conditions actually present, and it operates independently of the posted limit. A driver going 55 in a 55 zone during a downpour, in dense fog, or through a school zone at dismissal time can still be cited under this statute if that speed wasn't safe for what was actually happening on the road — sign or no sign.

What counts as "reasonable and prudent" isn't left to the driver's personal comfort level; it's judged against the actual conditions — weather, visibility, road surface, traffic density, and the presence of pedestrians or cyclists. The posted limit describes the fastest speed presumed reasonable under ideal conditions, not a number that's automatically safe no matter what's happening around it.

For traffic school students, the practical lesson isn't to drive under the limit out of general caution — it's to treat the limit as a ceiling that conditions can lower, not a number that's always available to you. A speed that was perfectly legal on a clear Tuesday afternoon can become a citable Basic Speed Law violation the moment the rain starts, and "the sign said 55" isn't a defense to that.
